Purpose of the Program

Empowers distressed communities to revitalize, expand, and upgrade their physical infrastructure to attract new industry, encourage business expansion, diversify local economies, and generate or retain long-term, private sector jobs and investment.

Who is Eligible

Applicant must be a unit of local government, Tribe, institution of higher education, or nonprofit organization working in concert with government.

Geographic location must qualify based on high unemployment level or low per capita income relative to the national data or through demonstration of a special need (presidentially declared disaster, plant closure, etc.).

Project must be consistent with the relevant Comprehensive Economic Development Strategy (CEDS) or CEDS equivalent.

Applicant must own the property improved.
