Purpose of the Program

The Illinois PTAC at WIU provides resources and assistance to Illinois businesses that want to work with federal, state, or local government. PTAC resources include procurement readiness, vendor registration, market research, SBIR proposal development, procurement readiness and compliance. The PTAC can provide resources and assistance for certification as a MBE, WBE, WOSB, DBE, VOSB, SDVOSB, 8(a), HUBZone firm.

The Illinois PTAC at WIU helps with Systems for Award Management (SAM) registration at no charge. The PTAC also works with the Veteran’s Administration (VA) Office of Small Business Disadvantage Utilization (OSBDU) program to help veteran owned businesses become verified as Veteran Owned (VOSB) and Service Disabled Veteran Owned Small Businesses (SDVOSB) at no charge.

The Illinois PTAC at Western Illinois University (WIU) is provided through a cooperative agreement with the Defense Logistics Agency (DLA). Program support is made possible by the Illinois Department of Commerce and Economic Opportunity (DCEO) and Western Illinois University (WIU).

Congress established the Procurement Technical Assistance Cooperative Agreement Program (PTACAP) in 1985 as a part of the Department of Defense (DOD) Authorization Act.

This cooperative agreement allows Illinois PTAC services to be accessible to all Illinois businesses at no charge.
