Assessing the Optimum Amount of Local Government in the U.S.

Project Abstract

The question of how many local governments of what size are desirable has long engaged political scientists and economists. The issue has broad significance for rural areas, as many states with relatively large rural populations have the greatest number of local governments per capita. For example, Kansas has more local units than New York.

This research evaluates whether the U.S., or at least some states, have too many local governments. Specifically, the project poses the question of whether more local government leads to 1) higher costs for taxpayers, 2) more local government bureaucracy, 3) more opportunities for citizen participation, and 4) a greater property tax burden. The research is based on state-level comparisons using U.S Census data and other sources.

Expected Outcomes

In addition to using empirical data to address a long-running issue in social science, this research has important policy implications. Many states have considered or are considering consolidating or restructuring their local government structures. The results of this project help illuminate the pros and cons of reform, as well as offering suggestions for the best ways to accomplish any reorganization.

Deliverables from Research

Upon completion, this research will be submitted to a refereed journal. Results will also be presented at professional meetings. Currently a proposal has been submitted to the Midwest Political Science Association to participate on a panel at their 2004 conference. A condensed version of the research may also be prepared for more general interest publications.
