Single Family Rehabilitation Program


Purpose of the Program

IHDA’s Single Family Rehabilitation Program (SFR) provides assistance statewide to low-income and very low-income homeowners for the purpose of repairing their homes and removing health and safety hazards by replacing costly maintenance items. SFR grants awards to units of local government and non-profit agencies, which work to reserve and oversee forgivable loans for individual households within their community. Households receiving loans must be at or below 80% of the area median income (AMI), and are eligible to receive up to $45,000 in assistance for necessary home repairs, or up to $16,500 per household under the Roof Only option, to address roofs, soffits, and downspouts for homes not having other major health and safety issues.

Who is Eligible

The Grantee must follow its Participant Selection Plan in selecting participants for the Program. Household income cannot exceed 80% of area median income for household size. The property assisted must be owner-occupied.

Eligible renovation items under the SFR program are following:

  • Accessibility related improvements
  • Energy Efficiency-related improvements
  • Environmental related hazards
  • Interior Improvements
  • Electrical
  • Plumbing
  • Insulation
  • Wall and Ceiling
  • Flooring
  • Stairs
  • Cabinetry and Countertops
  • Bathroom Vanities and Lavatory
  • Repair/Replacement
  • Fire and Smoke Alarm Systems
  • Windows and Doors
  • HVAC
  • Replacement of outdated/inefficient stove or refrigerator, if necessary
  • Replacement of other existing major inoperable appliances (dishwasher, washer, dryer,etc.)
  • Interior Improvements
  • Roofing (including soffits and fascia)
  • Drainage (including grading and gutters)
  • Painting -Structural Improvements
  • Stairs -Chimneys
  • Fire Escapes
  • Windows and Doors –
  • Porches and Steps
  • Siding
  • Other Improvements as approved by IHDA

Ineligible renovation items under the SFR program are listed below

  • Improvements that are significantly above local market rate
  • Replacement of major appliances that are still in working condition
  • Luxury Improvements, such as:
  • Swimming pools
  • Jacuzzis

Marble/Granite counter tops, etc.

Availability of Funds

Households are eligible to receive up to $45,000 in assistance for necessary home repairs.

How Funds are to be used

The Single Family Rehabilitation Program is funded through the Illinois Affordable Housing Trust Fund and, is therefore subject to its rules and restrictions. Affordable Housing Trust Fund Program funds are sourced from the State’s Real Estate Transfer Tax. Funds vary from year to year and are subject to appropriation by the State of Illinois.

Funds will be paid once the Grantee provides a package documenting work performed through invoiced expenses, a contractor’s sworn statement, lien waiver, and other items as requested.
