Purpose of the Program

The Community Development Assistance Program (CDAP), known nationally as the Community Development Block Grant (CDBG) program, provides federal funding for a variety of community-based projects.  Communities with populations of 50,000 or less can apply for CDAP-Flexible Opportunity grant funding to support a variety of projects falling outside of other CDAP program parameters, but can provide significant community-benefit.

Who is Eligible

Eligible IL communities have populations of 50,000 or less (and are outside of HUD ””””entitlement”””” counties)

How Funds are to be used

Allowable expenditures under 24 CFR 570. to address community development needs not to include government buildings or the operation there of.  No purchases of equipment unless otherwise allowed in the statute.
