Purpose of the Program

The Capital Access Program (CAP) may be accessed via participating banks. Through the program, financial institutions are encouraged to make capital financing loans to small and new businesses that do not qualify under conventional lending policies.

Who is Eligible

CAP loans are available to most businesses located and legally authorized to do business in Illinois. A small businesses with 500 or fewer employees. Maximum loan size: $1,000,000

Application Process

For businesses: contact a participating bank, which are listed at the DCEO-Advantage Illinois web site. For banks: Interested banks can enroll in the program by submitting a master agreement to DCEO, available at the DCEO-Advantage Illinois web site.

Maximum loan size: $1,000,000

How Funds are to be used

Funding from a CAP can be used for many business purposes, including, but not limited to: start-up costs, working capital, business procurement, franchise fees, equipment, inventory, and the purchase, construction, renovation or tenant improvements of an eligible place of business that is not for passive real estate investment purposes.
