From The Report of the Country Life Commission (text) (p. 19-20):
- Most of the new leaders must be farmers who can find not only a satisfying business career on the farm, but who will throw themselves into the service of upbuilding the community.
- A new race of teachers is also to appear in the country.
- A new rural clergy is to be trained.
- Establishment of a highway engineering service, or equivalent organization, to be at the call of the states in working out effective and economical highway systems.
- These leaders will see the great underlying problem of country life, and put together they will work, each in his own field, for the one goal of a new and permanent rural civilization.
