Jacqueline Waters is the transit specialist for the Rural Transit Assistance Center. She completed her B.S. degree in Industrial Technology in the College of Business and Technology at Western Illinois University (1993) and her M.S. degree in Instructional Design and Technology at Western Illinois University (2008).

Waters' responsibilities include maintaining and updating the RTAC video/cd/dvd library, writing the quarterly newsletter, coordinating the delivery of the emergency procedures, defensive driving and passenger assistance classroom training, and assisting in the planning and coordination of conferences and workshops.
