Edward Heflin manages the Rural Transit Assistance Center (RTAC), a unit of the Illinois Institute for Rural Affairs at Western Illinois University. RTAC delivers the Rural Transit Assistance Program (RTAP) for the State of Illinois, providing training, technical assistance, and research for rural transit providers. RTAC also is the clearinghouse for the Interagency Coordinating Committee on Transportation (ICCT).

Heflin is an appointee to the ICCT and to the Illinois Terrorism Task Force (ITTF) transportation committee, and serves on the McDonough County Local Emergency Planning Committee.

He has a B.B. with Honors in Business Administration from Western Illinois University (1975). In 2002 he successfully completed the exam to become a Certified Community Transit Manager (CCTM).
