Edward Heflin manages the Illinois Rural Transit Assistance Program (RTAP) and the Interagency Coordinating Committee on Transportation Clearinghouse (ICCT).
The RTAP provides training, technical assistance, and research for rural transit providers. Its offerings include management conferences, maintenance workshops, driver trainings, a lending library, a quarterly newsletter, and an annual paratransit roadeo. RTAP provides essential planning and advocacy support to the Illinois Department of Transportation and the Illinois Public Transportation Association through an annual downstate capital needs assessment.
The ICCT Clearinghouse is charged with filling in service gaps for transit disadvantaged populations. It developed an award-winning transportation coordination primer whose completion is a prerequisite for counties seeking a rural public transportation (Section 5311) grant. The clearinghouse has been a prominent player in the development of mobility management services in downstate Illinois.
Heflin has been an appointee to the ICCT since 2003 and to the Illinois Terrorism Task Force (ITTF) transportation committee since 2002, where he serves as chairperson of the Downstate Public Transportation Subcommittee. He has presented at national and state conferences, predominantly on transportation coordination and safety/security issues.
He has a B.B. with Honors in Business Administration from Western Illinois University (1975). In 2002 he successfully completed the exam to become a Certified Community Transit Manager (CCTM).
