Dawn Piper is the Transit Coordination Specialist for the Interagency Coordinating Committee on Transportation (ICCT) which is housed at the Rural Transit Assistance Center. She has a BA in English (1995) and a MS degree in Instructional Technology and Telecommunications (2002) from Western Illinois University.

Employment Experience
Dawn has held a variety of positions within the Illinois Institute for Rural Affairs since 2001, including spearheading the AmeriCorps*VISTA (Volunteers in Service to America) program at WIU, acting as technology specialist, and AmeriCorps program manager.

Prior to that, Dawn worked with environmental and literacy projects, serving one year as a VISTA member in Missouri and two years as a VISTA Leader in Alaska in which she was responsible for leadership, evaluation, recruitment, support, and motivation for more than forty AmeriCorps and VISTA members throughout the state. She has maintained her connection to her VISTA roots through providing Pre-Service orientations and Early-Service trainings; as well as Leaders and Diversity workshops.

Primary Responsibilities
Dawn's current responsibilities include working with Illinois communities to create or enhance public transportation systems, providing technical assistance, conducting research and authoring reports, overseeing the ICCT Clearinghouse of information, creating and maintaining the Clearinghouse website, and coordinating ICCT efforts to benefit all transportation disadvantaged populations.

Dawn is the primary author of three publications including two reports to the Governor and General Assembly including Public Act 93-0185: Interagency Coordinating Committee on Transportation (1/06) and House Joint Resolution 0020: Options for Transportation-Disadvantaged Populations (1/07). In addition, she produced the ICCT Coordination Primer which has been recognized by the Federal Transit Administration as a best practice to help communities across the country navigate transportation coordination.
