Robert F. Hall is a research fellow with the Illinois Institute for Rural Affairs (IIRA) and a professor of educational administration in the College of Education and Human Services, Western Illinois University (WIU). He received a Ph.D. in educational administration from the University of Iowa in 1983 and joined the WIU faculty in 1986.

Primary Activities
His research includes school finance, school district reorganization, and educational planning. He directs the Mapping the Future of Your Schools program through IIRA which works with school districts in conducting a needs assessment of the school district based on community and staff input. He also serves as co-chair of the Illinois Center for Rural and Small Schools.
